On March 4, Han Changfu, Minister of Agriculture and Rural Affairs, chaired an inter-ministerial coordination meeting on the prevention and control of African swine fever. The meeting thoroughly implemented the important instructions and directives of central leaders as well as the spirit of the State Council’s special meeting on African swine fever prevention and control, and re-mobilized and re-deployed efforts to strengthen disease prevention and control work. The meeting emphasized that all departments should unify their understanding, enhance inter-departmental cooperation and joint prevention and control, focus on reinforcing supervision of weak links, and work together with one heart to effectively carry out African swine fever prevention and control.

The meeting pointed out that, while the current African swine fever epidemic is generally under control and prevention and control efforts have achieved phased results, the situation remains complex and severe. We must further optimize the joint prevention and control mechanisms, continue to uphold and refine systems such as information sharing, working consultations, and supervision and inspection, strengthen the application of information, enhance early-warning analysis of emerging issues, and raise the institutionalization and standardization levels of consultation mechanisms. We should further strengthen our response to existing challenges: the Ministry of Agriculture and Rural Affairs should play its leading and coordinating role, all relevant departments should actively participate and work together in a concerted effort to address these challenges effectively. We must also further enhance inter-departmental collaboration by strengthening communication and coordination in policy formulation and implementation of measures.

The meeting called for all departments to closely monitor the requirements of epidemic prevention and control, earnestly enforce the responsibilities of all parties involved, and implement preventive measures effectively. It is essential to strengthen oversight over the slaughtering and processing stages, further reinforce the principal responsibility of pig-slaughtering and meat-processing enterprises, standardize the reporting, use, and release management of testing information, and make every effort to stabilize the industry and ensure supply. We must step up policy support, maintain basic production capacity, and severely crack down on illegal and non-compliant activities such as concealing outbreaks, selling or randomly disposing of dead pigs, and feeding pigs with kitchen waste and food scraps.

Vice Minister Yu Kangzhen of the Ministry of Agriculture and Rural Affairs and Chief Veterinary Officer Ma Youxiang attended the meeting. Representatives from 18 departments—including the Publicity Department of the CPC Central Committee, the Ministry of Foreign Affairs, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Finance, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the Ministry of Commerce, the National Health Commission, the Ministry of Emergency Management, the General Administration of Customs, the State Administration for Market Regulation, the China Banking and Insurance Regulatory Commission, the National Forestry and Grassland Administration, the Civil Aviation Administration, the State Post Bureau, and China Railway Corporation—also participated in the meeting.
