【Summary Description】

On July 12, the Ministry of Agriculture held a meeting in Beijing to analyze the current situation of the avian influenza epidemic and to study and deploy further measures to strengthen avian influenza prevention and control efforts in response to new developments and emerging challenges in the ongoing防控 work.

The meeting noted that, since the beginning of this year, animal husbandry and veterinary authorities at all levels have earnestly implemented the decisions and deployments of the Party Central Committee and the State Council, adhered to a prevention-first approach, upheld the “24-character” prevention and control strategy, and rigorously ensured its effective implementation. As a result, significant progress has been made in epidemic prevention and control efforts, and no major regional animal disease outbreaks have occurred nationwide. To date, the country has remained free from avian influenza outbreaks in poultry for 26 consecutive months. According to expert analysis, the national avian influenza situation is expected to remain stable in the second half of the year, and the likelihood of large-scale outbreaks is low. However, sporadic cases may still occur in localized areas. On the one hand, The avian influenza situation globally, especially in neighboring countries, remains highly complex, posing a significant risk of the disease spreading into our country. Since the beginning of this year, 12 countries and regions worldwide have reported outbreaks of avian influenza in poultry—most of these are neighboring countries and regions—and the epidemic continues to spread and expand. On the other hand, The risk of avian influenza outbreaks in China is increasing, and the epidemic situation is becoming increasingly severe. Extreme weather events are on the rise, pathogen contamination is widespread, and the virus continues to mutate, making prevention and control efforts increasingly challenging.

At the meeting, in response to the severe situation regarding the prevention and control of major animal diseases such as avian influenza, the Ministry of Agriculture made further arrangements for the next phase of防控 efforts. First, we will focus on strengthening monitoring and early warning. Further intensify epidemic monitoring efforts, refine the monitoring plan, and ensure scientific rigor, accuracy, and timeliness, so as to promptly and scientifically assess the epidemic situation. Second, we will focus on strengthening technological support. Strengthen research on the mutation patterns of avian influenza viruses, accelerate the development of new vaccines, gradually standardize the production of diagnostic reagents, and continuously enhance our scientific and technological capabilities for prevention and control. Third, we will focus on promoting standardized and large-scale farming. Continue to carry out demonstration activities for the standardization of production in livestock and poultry farms, and steadily increase the proportion of large-scale farming. Provide guidance to farming enterprises to strengthen their biosecurity infrastructure, implement disease prevention and control measures, and enhance their capacity to prevent and control animal diseases. Fourth, we will focus on strengthening border disease prevention and control. Strengthen inter-departmental coordination, establish and improve cross-departmental collaboration mechanisms, and build synergistic efforts in prevention and control. Effectively implement “internal prevention and external containment” measures to proactively prevent the importation of overseas epidemics. Fifth, we will focus on formulating and implementing a medium- to long-term plan for the prevention and control of animal diseases. Further clarify the goals and tasks for epidemic prevention and control, continuously refine measures and approaches, and accelerate the formulation and implementation of medium- and long-term plans. Strengthen regional management of animal epidemics, gradually advancing from effective control to eradication and clearance of key animal diseases, thereby achieving a qualitative leap—from effective control to the gradual elimination of these key diseases.
